The Wellington Cantonment Board under the Ministry of Defence has taken an important step toward expanding renewable energy use by issuing an e-tender for a new rooftop hybrid solar power project. The tender seeks the supply, erection, commissioning, and five-year annual maintenance of a 126 kW hybrid solar plant equipped with a battery backup system. This installation will be placed across several Cantonment Board buildings in Wellington, The Nilgiris. The aim is to reduce dependence on conventional electricity sources and improve energy efficiency within defence-controlled facilities.
The tender follows a two-part bidding system that includes a Technical Bid and a Financial Bid. Companies must first qualify through the technical stage, which checks their eligibility and compliance with detailed criteria. Only bidders who meet all technical requirements will have their financial bids opened and considered. All submissions must be made online through the official defence e-procurement portal, and bidders are advised to carefully follow the instructions provided. Any errors, especially in the Bill of Quantities, may lead to disqualification.
The tender includes financial requirements that bidders must meet to participate. An Earnest Money Deposit of ₹4,44,000 is mandatory and must be submitted along with the bid. This amount is refundable to bidders who do not win the contract. The successful bidder will also need to provide a Performance Bank Guarantee equal to 10% of the contract value. This guarantee ensures that the selected contractor completes the installation and maintains the plant for the full five-year period as required by the contract.
Important dates have been outlined in the tender schedule. The tender was published on November 14, 2025, at 10:00 AM. Interested companies must submit their bids electronically by December 10, 2025, before 10:00 AM. The opening of the Technical Bids is set for December 11, 2025, at 10:05 AM. These timelines give bidders several weeks to prepare their proposals and meet the required documentation standards.
