Legislators Forum 2025: Global Parliamentary Actions and UAE’s Renewable Energy Leadership

Dr. Ali Rashid Al Nuaimi, Member of the Federal National Council and Deputy Chair of the Inter-Parliamentary Union, has called for immediate legislative action to address the escalating climate crisis. Speaking at the Legislators Forum 2025, organized by the International Renewable Energy Agency (IRENA) in Abu Dhabi, Al Nuaimi underscored the critical role of parliaments worldwide in achieving the objectives of the Paris Climate Agreement.

Urgent Legislative Action
Addressing forum participants, Al Nuaimi emphasized the need for decisive legislative responses to bridge the gap revealed during the COP28 global stocktake. He highlighted that 2024 recorded the highest temperatures on record, stressing the importance of leveraging the financial framework and clean energy roadmap laid out at COP28.

“Legislators must seize the current political momentum to advance renewable energy investments and foster international partnerships,” he said.

UAE’s Renewable Energy Vision
During a session on “Legislative Pathways for Aligning Nationally Determined Contributions (NDCs),” Meera Sultan Al Suwaidi, Member of the Federal National Council, detailed the UAE’s strides in renewable energy. She credited the country’s success to ambitious goals, integrated strategies, and supportive legislative reforms.

Al Suwaidi highlighted the UAE Energy Strategy 2050, which aims to achieve a 50% clean energy mix, and the Federal National Council’s active role in promoting sustainability policies and COP28 commitments.

Future Climate Legislation
Al Suwaidi also outlined forthcoming UAE initiatives, including:

  • Expanding green hydrogen production.
  • Establishing a regional carbon trading platform.
  • Launching a national fund to support climate innovation.

She stressed the importance of international parliamentary cooperation to ensure a sustainable energy transition.

Key Appointment and Outcomes
The forum concluded with Al Suwaidi’s appointment as Rapporteur of the Legislators Forum 2025. In this capacity, she will present the forum’s outcome document to IRENA’s General Assembly on January 13. The document will outline key recommendations to enhance renewable energy legislation and advance global climate goals.
