Bundesnetzagentur or the Federal Network Agency of Germany has announced the maximum tariff limit for renewable energy auctions it plans to hold in 2025. For solar PV, it represents a slight drop from last year’s levels, but for onshore wind energy the ceiling has been retained at €0.0735 ($0.076)/kWh.
The agency explains that the unchanged tariff limit for onshore wind is due to the fact that the positive upward trend in bid volumes has not yet led to a significant reduction in the award values.
However, for solar PV the maximum values for 2025 are lower for all the categories. For ground-mounted or open-space PV projects, the cap has been set at €0.0680 ($0.071)/kWh, while for rooftop solar it is capped at €0.1040 ($0.11)/kWh.
For innovation tenders, in which solar PV has been doing consistently well, the maximum tariff limit will now be €0.090 ($0.094)/kWh, down from €0.0918/kWh that the agency maintained for 2 consecutive years (see Bundesnetzagentur Leaves Innovation Tender Tariff Unchanged).
The agency explains that the new ceiling tariffs for solar PV and innovation tenders, factors in the lower forecast generation costs, the results of the last 3 tender rounds and the higher tender volume in the 2 solar tenders in the coming year.
“Without the new specifications, the maximum values would have fallen back to the significantly lower values provided for in the Renewable Energy Sources Act. With these values, there would be a risk that the respective tender volume would not be fully utilized in the coming year,” it adds.
